Another committee member, Sarah Netalisile, said the size issue was “exposing our younger boys and girls, and all those users of condoms, to the acquiring of HIV and AIDS.”

NTV Uganda’s report said the MPs would push for better condom supplies and bigger sizes.

It is not the first time the penis size issue has been raised to condom manufacturers.

In 2006, the Indian Council of Medical Research found 60 percent of men in Mumbai had penises at least 2.4 centimeters (one inch) shorter than international condom sizes, and that for 30 percent of men, the size deficit was five centimeters (two inches).

AIDS is seen as being resurgent in Uganda after years of decline, with as many as 80,000 people dying of the disease every year.

From a peak of 18 percent infected in 1992, Uganda’s “ABC” strategy — Abstinence, Be faithful, Condom — helped slash rates to 6.4 percent in 2005.

But rates have crept back up to 7.2 percent in 2012. As many as 1.8 million people in the country now live with HIV, and a million children have been orphaned after their parents died of AIDS.

The Ontario government has unveiled the first update to the province’s sex education curriculum since the invention of Google in 1998.

So antiquated was the existing syllabus that it did not even reflect the legalization of same-sex marriage in Canada more than a decade ago.

“We’re very committed to this,” Premier Kathleen Wynne told reporters after speaking to a rural Ontario municipal conference in Toronto.

Everything in the curriculum is “age appropriate” and “it’s done in a way kids can understand,” said Wynne, adding it’s important for kids as young as Grade 1 to learn about “different lifestyles and different family configurations.”

In the case of a girl with two dads, for example, “if her family is not reflected in the conversations . . . that’s going to be a problem” because the girl would feel left out.

Wynne, the first openly gay premier in Canadian history and a former education minister, has long championed a revised curriculum.

As for why this phenomenon is taking place, the researchers don’t have a concrete explanation. “In terms of surgery, we can only assume that since you’re cutting out the prostate and putting things back together again, there’s a little bit of tugging there,” says Nguyen. And with the hormones, there’s probably some type of shrinkage, or some type of fibrosis occurring that could result in a change in size, he says.
