Why #Biafrans are COWARDS when it comes to the Fulani Herdsmen issue #HNNImpact

Who are Biafrans?

Who exactly are Biafrans today? A section of Igbo Nigerians who want to separate from Nigeria and destabilize our country.

When the director of Radio Biafra was arrested, I got involved online as an activist and journalist in the quest for the release of Kanu, I wrote media outlets in Nigeria to get involved in the protest coverage and give the cause some exposure.

What disturbed me most was that many of these people were brainwashed by Nnamdi Kanu to hate the Hausas and Yorubas and become very tribalistic.

At one point online Biafrans were calling President Buhari a pedophile and chanting their violent slogan #BiafraOrDeath. I went on my Facebook fan page and made an address that I was exiting the Biafra cause if people continue to advocate violence and call other tribes and the president names.

After I exited the foolishness, Biafrans online were so upset that I continued to report about the movement and not an activist in it anymore. A foreign journalist told me I made a mistake by inserting myself into their movement and many of them were very mean-spirited people.

Today Nnamdi Kanu is still in jail and his case keeps getting adjourned each day making him spend more and more time in prison. When the Mile 12 attacks happened in Lagos, Biafrans were blasting me calling me everything from a harlot, prostitute to a DSS spy.

The very same people were calling me Ada Biafra and wishing me well just 3 months ago. They were so disgruntled that I left their movement but continued as a journalist reporting it. They were delighted about the Mile 12, Agatu and Taraba ethnic fighting asking me to cover those instead and leave Biafra alone. Nobody can tell me what to cover. I am known internationally as an award winning journalist. You have no say in what a media outlet or journalist covers.
Between the Fulani herdsmen and Biafra activists

Suddenly the Fulani herdsmen showed up in an Enugu local government called Uzo-Uwani and at least 100 villagers were dead. The Biafrans went silent. IPOB and MASSOB said nothing. These are the same groups willing to fight Nigeria but not attackers in their own backyard. I found these groups as mere cowards.

Recently there were bodies of five Fulani herdsmen found in a shallow grave in Eastern Nigeria and IPOB was allegedly responsible said the Department of State Security Service. The truth has not been revealed yet but why are so many Igbos still continue to display ignorance online?

Many called these Enugu attacks as fake news I was spreading. Many of these people don’t even live in Nigeria sitting in the comfort of their diaspora base uttering rubbish.

I advised them to call home to the villages and cities and inquire about their families instead of disrespecting my work. Who will the herdsmen attack next? They are everywhere! The Anambra and Enugu state government has not addressed the media as of press time and President Buhari has not addressed the herdsmen attacks as a Fulani or a president.

Some say that the herdsmen have come to destroy any form of Biafra from even happening. What bothers me though is the silence of Biafran activists who chant Biafra or death not fighting back in person or online. The silence is deafening.

Why Biafrans were massively taken during the SLAVE TRADE #HNNImpact

I encouraged Biafrans to get to know their heritage in today's age. Most of the youth looking for independence of their region have not thought about researching their heritage. It is highly important. Wikipedia has an article just for that. Igbo Americans can be read here.

Why did Police and Army attack #Biafra Protesters #MadamKOOBiafra

Pro-Biafra protest Abia state

A video purportedly showing Nigerian security forces attacking pro-Biafran protesters during a demonstration in Abia state is circulating on social media. Activists claimed the video shows members of the police and army surrounding pro-Biafran protesters during a 9 February protest inAba city in which at least 10 demonstrators were allegedly killed.

The footage shows Nigerian soldiers firing teargas at protesters while some demonstrators are beaten with pro-Biafran flags used during the march by men believed to be part of the police . It is not clear from the footage whether security forces also fired live bullets. However, some protesters are seen lying on the floor while others show injuries believed to have been caused by bullets.

Clifford Iroanya, global coordinator of the Indigenous People of Biafra (Ipob) group, told IBTimesUK the video allegedly shows "the undeniable massacre of defenceless Biafrans at Aba by President Muhammadu Buhari's murderous agents".

IBTimes UK has contacted the Nigerian army, police and the spokesperson for PresidentMuhammadu Buhari for a comment on the video, but has not received a response at the time of publishing. Amnesty International was also not immediately available for a comment.

How Biafrans reacted to Radio Biafra blocker Emeka MBA's SACKING as DG of NBC #madamkoobiafra

Photo: Niyi Dahunsi of FRCN and I worked together at Radio NIGERIA in 2006 before I left for Canada. We reunited at NBC's media annual conference. This week Emeka Mba DG at NBC and Saliu DG at FRCN, Niyi's boss both FIRED by King Buhari.

How an unauthenticated budget paper angered the Biafrans online #madamkoobiafra

How authentic is this document? This will be serious marginalization. Is this why we are called#YoRobbers?

Why Yorubas in Ibadan should STOP hating on #Biafra as they try to eject an Igbo leader #madamkoobiafra

PLS READ! To my Yoruba fans on this page, pls STOP STOP STOP calling me a Biafran Adviser! I have not been appointed for anything. I simply Journal the developments in the agitation issue and that make me a Journalist. I also support the cause for Nigerians to find their identity and heritage despite history scrapped from schools. Three million DIED over there!! and that makes me an Activist. Some of you accuse me of not fighting to get Ibadan state instead of lending a voice to Biafra. The people in Ibadan don't note their mistakes till they lose it all. I once had a SEPARATE FB page for Ibadan fans with 26,000 ppl.

What happened in 2012 when I was advocating for David Mark to give us Ibadan state, you were NOT interested. I even tried to use my father's influence. This week we Ibadan people are harassing the Eze Ndigbo guy who has been repping the Igbos in Ibadan for years now as the Olubadan Council says there will be only one King in the city. There has always been one KING! Why now?? That right there tells u that we should just tell the Igbos to pack up and kick them out! STOP telling me bullshit! They may soon be leaving on their own.

How Biafrans feel about the downward spiral in the economy #Madamkoobiafra

Why is the rest of NIGERIA holding down the Biafrans in the name of unity? Are we scared of downfall? Or is it oil like Black Scorpion Benjamin Adekunle said. The oil prices have led us to 400 to a dollar this morning. I found this in an old party handbag last nite. Remember when u drop $50 into your bag for a cab when u leave the club?

Was MTN FINED TRILLIONS because #Biafran Engineer David Nwawuisi installed transmitters? #MadamKOOBiafra

David Nwawuisi is locked up with Nnamdi Kanu. Why isn't the government telling us the real reason behind the MTN fine? It doesn't appear to be unregistered SIM cards. Buhari has encouraged investigative journalism and sources tell me it's because of this. I was the first one who alerted you to the closure of MTN kiosks and offices and data, phone etc was all down in July 2015. MTN even tweeted it. CJ my Enugu based personal Assistance had someone text me that morning. Coincidentally that is when they discovered Radio Biafra transmitters on the masts and the NCC busted MTN.

Was it illegal for the Erricsson Engineer to do that? The entire comany shut down, CEO in South Africa and Nigeria all forced out? Fines in the trillions as heavy as the masts themselves. Is it illegal for transmitters to be brought into the country as Buhari said? Popular Internet station based in Osun, Tiwa radio and many local stations broadcast on the internet and use US and UK transmitters. I've been in radio 21 years and know those rules. Does that apply to the NBC who doesn't regulate Internet radio. Yes, internet radio is not regulated in Nigeria.

Below is the story Copyright Punch newspapers Nigeria

A telecommunication maintenance engineer, David Nwawuisi, has revealed that he got an initial payment of N150,000 to install a Radio Biafra transmitter on an MTN mast in Ngwo, Enugu State.

The 29-year-old, who was on the payroll of Ericsson, the firm managing mast sites for MTN, revealed this in a statement which he made to the Department of State Services on July 27, 2015.

Nwawuisi, who disclosed that he was managing 45 MTN sites for Ericsson, said the Radio Biafra transmitter had operated for three months on MTN mast before it was discovered and his subsequent arrest by the DSS on July 15, 2015.

Nwawuisi, who obtained a B.Sc degree in Biochemistry from the Enugu State University of Science and Technology in 2010, said he was being paid N73,000 plus per month by Ericsson.

He stated that it was the same amount he was being paid as a trainee when he joined the company as a trainee in 2014.

He narrated how he was contacted by one Chidiebere Onwudiwe, whom the Federal Government said was at large, and one Obioma, to seal the deal for the installation of the transmitter at the mast site.

Nwawuisi stated, “I came to know about Chidiebere and Obioma one day the security woman called me to tell me that that they will like to install a radio ( transmitter) on one of my sites at Ngwo in Enugu State and I told them that I don’t know who they are that if they can make out time so that we can see face to face because I don’t know them and that was in May.

“So the next day, they called me. I was working in one of my sites at St. Michael Catholic Church Asata in Enugu State. I asked them to come down to that site and that was the place I saw them for the first time and they introduced themselves as Chidiebere and Obioma. They also asked for my name and I said David. They also asked for my native name and I said Chukwugozie and from there Chidiebere started saying that the radio (transmitter) they are asking for my permission to install in my site is to help them educate our people (Igbo) and let them know their brothers and where they come from….

“They called me again to remind me of that and that was when I told them ok and we agreed that they are going to be paying N25,000 only per month which they paid six months upfront. N75,000 cash was given to me that day they came for the installation and out of that I gave N5,000 to the security woman. The balance was paid into my account at Ecobank after the First Bank (account) I gave to Obioma failed to accept the payment.

“The payment of the balance was done two weeks after the installation of the radio (transmitter). On three different occasions, Chidiebere and Obioma called me to do some maintenance on the radio (transmitter). I gave them access into the site and left and when they finished, the security woman informed me that they are through and I came and locked the site.

“The items Chidiebere came (with) were an electronic that looks like a decoder and a DSTV dish which was installed on the fence. The other items were installed inside the MTN site shelter. The equipment has been there for three months and on July 15 the MTN staff went to the site and called me from the site and asked me what the equipment is. The name of the MTN staff is Mr. John Ibekwe. When he was calling, I couldn’t get what he was asking due to the environment because I was driving and when I parked, I called the security woman to ask her and she told me that is the equipment that Chidiebere and Obioma installed that his asking of.

“I called back the MTN man to tell him what the equipment is for, that is a Radio Biafra (transmitter) that was installed by Chidiebere and Obioma. I told him that I will like to see him which he asked be to come to Shoprite and I came and after I was taken to the MTN office by the MTN security patrol team. From the office, after telling them how the equipment came about and how I got to know about Chidiebere, I was taken to Enugu DSS office.” (sic)

He stated that the MTN thereafter uninstalled the Radio Biafra transmitter.

He added that the last time he spoke with Chidiebere on the telephone was when he was at the DSS office in Enugu.

The Federal Director of Public Prosecutions, Mr. Mohammed Diri, who signed the fresh charges, the case summary and other processes accompanying them on behalf of the government, alleged that Nwawuisi agreed to install the transmitters “and did install IPOB radio transmitters on MTN masts for a consideration.”

The prosecution alleged that the transmitters were smuggled into Nigeria by the leader of the Indigenous People of Biafra, Mr. Nnamdi Kanu, and were discovered during a search in Madubugwu’s residence.

The Federal Government had charged Nwawuisi and Benjamin Madubugwu along with the founder of Radio Biafra and Kanu, with treason and other related offences including management and assisting in the management of an unlawful society (IPOB).

The accused persons were charged with six counts before the Federal High Court in Abuja but have yet to be arraigned.

Why I ANGRILY CAUTIONED #Biafra Advocates on #SocialMedia-- #MadamKOO

I have rebranded my page and will be very silent as from now on working in the background. To all the Yorubas and Igbos tribalists alike who attacked me last night, some calling me fake as Nnamdi Kanu told u not to trust Yorubas, and to the yorubas attacking me of breaking up Nigeria, u just don't know how powerful I am on the globe. I'm not going to prove that to you. I know about activism. It is not learned. It is something you were born to do. Today, all the political types are reading Punch the most widely read and #1 daily in Nigeria on their desks and some of you continued to call Punch brown envelope journalists. I have a President who has tampered with the judiciary and you sit there calling him a pedophile because Nnamdi said so? Is that your priority to get heard by a former dictator?

Buhari just appointed a political adviser Babafemi Ojudu, a yoruba man easily accessible who may be able to change his mind on at least exploring a referendum at a strategic time like this and all I hear is he "raped Aisha at 9". Who cares about the age difference? Anenih is almost 83 and married to a 26yo. Can you not focus on the bigger picture? I have never reached out to BIM or IPOB or Radio Biafra who may not even know their rights but they watch and share all I'm doing. This is strategic teamwork. This is NOT Ojukwu's era. I warned u to stop chanting Biafra or Death (Nnamdi said that one too) Now I've lost 15 already. It's Biafra or nothing and nothing means Buhari begins solid non marginalization of Igbo youth like they all did Niger Delta youth.

Tiwa radio and many local stations broadcast on the internet and use US and UK transmitters. I've been in radio 21 years and know those rules. Does that apply to the NBC who doesn't regulate Internet radio. I will be quietly researching it. Some of you saying that Buhari has paid me to tell u not to call him a pedophile. I have never met Buhari and have nothing to do with his administration but to make sure voices are heard. What if Nnamdi Kanu was a Hausa or Yoruba British who came in with transmitters for a separatist state. Wake up Nigeria, Catalonia is getting ready to separate from Spain. Always Focus on the bigger picture. Keep calling Muhammadu Buhari names. I do not play with ppl calling me Ashewo or prostitute bcos they have no evidence of me selling my body. I viciously attack such ppl on social media. If you want to use it as an abusive one, pick another word. Don't slander anyone on my page. I am going to be watching everyone #MadamKOO @HNNAfrica on twitter

Nnamdi Kanu's supporters react to his COURTROOM Photos #MadamKOOBiafra #HNNBiafra

#NnamdiKanu with Mom and Sister Chinwe in the courtroom. Whatever he's thinking may Chukwu Okike Abiama guide those thoughts. Pele Nnamdi. This man is our hero. The government can't see what we are seeing here.

Hating on @HQNigerianArmy: Who is the REAL TERRORIST? @ElRufai or @NnamdiKanu1 #Biafra #Shiites

Amazing how Hell Rufai has not said a word about the massacre in his state. We all know he's President Buhari's houseboy and desperate to be the VP at all cost. I feel so sorry for Osinbajo. Here is one of El Rufai's deleted tweets. Of course HIS houseboy and dick sucker Ayourb forgot that we snapshot this one. That Igbo boy Nnamdi Kanu is the one they are labeling Terrorist!

Kanu: Ex-APGA chair blasts S-East NASS members for keeping quiet #MadamKOOBiafra

Of course they will keep quiet. They don't want Nigeria dividing as they want their salaries, big cars and houses.
The immediate-past National Chairman of All Progressives Grand Alliance (APGA), and senatorial candidate of APGA in the forthcoming re-run election in the Anambra Central Senatorial zone, Chief Victor Umeh, has blamed all the National Assembly members from the South-East geo-political zone for keeping silent.

Speaking to Vanguard, Umeh lampooned the lawmakers of South-Eastern extraction, noting that in the face of Biafra’s agitation, “Our National Assembly members should have advised the Federal Government to release Nnamdi Kanu first and then intervene in the dispute to ensure that frayed nerves are calmed on the issue, instead of keeping silent while the agitation is escalating.”

MORONIC #GENOCIDAL Leader Yakubu Gowon says #Biafra is FINISHED! #MadamKOOBiafra

Former Head of State, General Yakubu Gowon, has dismissed threat of Nigeria’s unity as he also said that with Biafra it is finished. General Yakubu Gowon made this statement recently in reaction to the resent protests by some youths. This moronic genocidal leaders better wake up as there is a revolution looming.

He said that Nigerians have put behind them the bad memories of the 1967 civil war, and that those behind these protests on Biafra don’t have an inkling what the Biafra war cost Nigerians. Gowon caused most of these bad memories and living in denial.

The elder statesman speaking in Lafia, the Nasarwa State capital shortly after a malaria eradication campaign questioned that ‘do they want us to go to another war? but hoped and I prayed to God that such should not happen.’

He went further to say that those involved in this campaign were being driven by just a few people and that majority of the Igbo people do not share the same view.

‘It is only them, the few, that are there but the majority of the Igbo people that I know are not with them’

Acceding to the fact that the protesters have the right to express their feelings he stated “with Biafra it is finished”.

He said these people ‘let them say their views, yes it democracy but let s make sure they can express their wishes and desires but let them remember with Biafra it is finished. it is not a threat’

He further said that keeping Nigeria one was behind all that he did and not for hatred for the Igbo as that was what Odumegwu Ojukwu also stood for.

All I did is not a result of hatred against the Igbos but on the principle of keeping Nigeria one and this is all we are trying to do and that was why at the end of the war in other to see that there is no heard feeling we used the term no victor no vanquished

I have said if there is anything of this sort anywhere in any part of the country just like the problem of Boko Haram we should deal with it, Nigeria should deal with it in matured way .

Meet #NnamdiKanu's MOTHER Mrs Ugoeze Nnenne Kanu, a determined mother #MadamKOOBiafra

Here is a picture on Nnamdi Kanu's mom Mrs Ugoeze Nnenne Kanu in the white hat at one of the IPOB rallies. As a mother I believe in what my children believe. Some of you are different. My sons do not discriminate against gays and lesbians as some of you went off at their opinions last year on Facebook. They are part of their American society.

Nnamdi's mom believes in the separatist group IPOB. So who is anyone to speak out and say no to her views? She supports her son. Unlike here in Yorubaland some mothers will be so scared of the feds, they will tell their sons to stop the activism to get Biafra. Meanwhile some Yoruba cowards come asking me to be their voice of Oduduwa. What a strong woman.

#NnamdiKanu will rather STAY IN PRISON than subject himself to a SHADY, FRAUD TRIAL #MadamKOOBiafra

His words : "I will not sacrifice the due process of the law founded in the principles of natural justice upon the altar of speedy release from detention. In other words I will rather remain in detention than subjecting myself to a trial that I know amounts to perversion of justice.

"Previous court judgments and rulings have been delivered by competent court of laws in Nigeria in my favour which the Department of the State Security Service failed to obey or implement. On that premise, I am not ready to stand before this court for trial because I am convinced that the outcome will go the way of the previous ones. Therefore, I have chosen to remain in custody until justice prevails in my matter in the interest of justice"

This case is complete injustice

Judge QUITS as FRAUDULENT SSS Disobeys the Judiciary in releasing #NnamdiKanu #MadamKOOBiafra

Justice Ahmed Mohammed of the Federal High Court in Abuja has refused to hear the Nnamdi Kanu case that was assigned to him on the grounds that the executive and the security agencies no longer abide by court orders and rulings. He excused himself from the case. Kanu's charges were dropped and was freed but powerful forces above the DSS aka #DrBuhari's government has filed new charges this judge refuses to hear.

Director of Radio Biafra, Mr. Nnamdi Kanu, on Wednesday at the Federal High Court, Abuja Division refused to enter a plea on a six-count charge of terrorism on the ground that he will not be given a fair trial.

Kanu was brought before Justice Ahmed Mohammed on charges of treason, importation of illegal goods and possession of fire arms preferred against him by the Department of State Security (DSS).

Kanu, docked alongside Benjamin Madubugwu and David Nwabuisi expressed his lack of confidence in the trial judge, owing to information available to him

In his reaction, Counsel for the Federal Government, Mr. Mohammed Diri prayed Justice Mohammed to reject the claim of the Biafra leader on the ground that he cannot dictate to the court.

He said that the accused if has any objection to his trial should bring an application to the court stating his grievances with exhibits in clear terms stating why he should not be tried by a particular court.

Diri who is the Director, Public Prosecution of the Federation, sited section 396 (2) of the administration of criminal justice act 2015 adding that under the act, an objection to trial can only be raised by the accused when the plea has been taken and not before as been done by the accused person here.

He therefore prayed the court to compelled the accused who was already in the dock to take his plea.

But counsel to Kanu, Mr. Vincent Egechukwu Obetta informed the court that the accused has the fundamental right to object to his trial by the Judge and pleaded with the court to grant him his request.

In his ruling, justice Mohammed agreed that accused person has the right to object to his trial before his court on the ground that justice is rooted on confidence and rejected the submission of government's counsel.

The judge therefore ordered that case file be returned to the chief Judge of the Federal High Court so that it can be re assigned to another judge and for further action.

Kanu had earlier been granted unconditional release by Justice Adeniyi Ademola of the Federal high Court, Abuja Division, from the custody of the SSS but the order was not obeyed and instead a fresh charge was brought against him by the government.

#OromoProtests in Ethopia getting WORLDWIDE attention than #Biafra Protest #MadamKOOBiafra

PLS READ IF YOU ARE A BIAFRAN OR SHIITE MUSLIM IN NIGERIA COS ALL OTHER NIGERIANS DON'T CARE ABOUT YOU. WE WILL SPRING INTO ACTION IN 2016. ITS HAPPENING ALL OVER AFRICA. I AM WRTING TO HRW AS WE SPEAK.
‪#‎MadamKOO‬ @HNNAfrica on instagram and Pinterest

Do we need more activists in Nigeria? The answer is yes! I don't see any Igbo women out there speaking out. Some Igbos say they are not part of Biafra. Politicians backing away and a revolution is clearly visible
(Nairobi) – Ethiopian security forces have killed dozens of protesters since November 12, 2015, in Oromia regional state, according to reports from the region. The security forces should stop using excessive lethal force against protesters.

‪#‎OromoProtests‬ Protesters in Oromia region, Ethiopia, December 2015.
Police and military forces have fired on demonstrations, killing at least 75 protesters and wounding many others, according to activists. Government officials have acknowledged only five deaths and said that an undisclosed number of security force members have also been killed. On December 15, the government announced that protesters had a “direct connection with forces that have taken missions from foreign terrorist groups” and that Ethiopia’s Anti-Terrorism Task Force will lead the response.

“The Ethiopian government’s response to the Oromia protests has resulted in scores dead and a rapidly rising risk of greater bloodshed,” said Leslie Lefkow, deputy Africa director at Human Rights Watch. “The government’s labelling of largely peaceful protesters as ‘terrorists’ and deploying military forces is a very dangerous escalation of this volatile situation.”

Protests by students began in Ginchi, a small town 80 kilometers southwest of Ethiopia’s capital, Addis Ababa, when authorities sought to clear a forest for an investment project. Protests quickly spread throughout the Oromia region, home of Ethiopia’s estimated 35 million Oromo, the country’s largest ethnic group.

They evolved into larger demonstrations against the proposed expansion of the Addis Ababa municipal boundary, known as the “Addis Ababa Integrated Development Master Plan.” Approximately 2 million people live in the area of the proposed boundary expansion and many protesters fear the plan could displace Oromo farmers and residents living near the city.

Since mid-November, the protesting students have been joined by farmers and other residents. Human Rights Watch received credible reports that security forces shot dozens of protesters in Shewa and Wollega zones, west of Addis Ababa, in early December. Several people described seeing security forces in the town of Walliso, 100 kilometers southwest of Addis Ababa, shoot into crowds of protesters in December, leaving bodies lying in the street.

Numerous witnesses told Human Rights Watch that security forces beat and arrested protesters, often directly from their homes at night. Others described several locations as “very tense” with heavy military presence and “many, many arrests.” One student who took part in protests in West Shewa said, “I don’t know where any of my friends are. They have disappeared after the protest. Their families say they were taken by the police.”

Local residents in several areas told Human Rights Watch that protesters took over some local government buildings after government officials abandoned them. Protesters have also set up roadblocks to prevent the movement of military units into communities. Some foreign-owned commercial farms were looted and destroyed near Debre Zeit, 50 kilometers southeast of Addis Ababa, news media reported.

Human Rights Watch has not been able to corroborate the precise death toll and many of the details of individual incidents because of limited independent access and restricted communications with affected areas. There have also been unconfirmed reports of arrests of health workers, teachers, and others who have publicly shown support for the protest movement through photos and messages on social media.

The United Nations Basic Principles on the Use of Force and Firearms by Law Enforcement Officials provide that security forces shall as far as possible apply nonviolent means before resorting to the use of force. Whenever the lawful use of force is unavoidable, the authorities should use restraint and act in proportion to the seriousness of the offense. Lethal force may only be used when strictly unavoidable to protect life.

The Ethiopian government should respect freedom of expression and peaceful assembly, Human Rights Watch said. While police have the responsibility to maintain order during protests, they should only use force when strictly necessary and in a proportionate manner.

Ethiopia’s government regularly accuses people who express even mild criticism of government policy of association with terrorism. Dozens of journalists, bloggers, protesters, and activists have been prosecuted under the country’s draconian 2009 Anti-Terrorism Proclamation.

On December 16, 2015, Prime Minister Hailemariam Desalegn said that the government “will take merciless legitimate action against any force bent on destabilizing the area.” The same day, Getachew Reda, the government communication affairs office minister, said that “an organized and armed terrorist force aiming to create havoc and chaos have begun murdering model farmers, public leaders and other ethnic groups residing in the region.” While there have been some recent reports of violence by protesters, according to information obtained by Human Rights Watch, the protests have overwhelmingly been peaceful.

Ethiopia’s pervasive restrictions on independent civil society and media mean that very little information is coming from affected areas although social media are filled with photos and videos of the protests. Authorities have cut mobile phone coverage in some of the key areas, particularly areas where there is significant military deployment, raising concerns over the potential crackdown. In communities where there is m

obile phone coverage, witnesses reported repeated gunfire and a heavy military presence.

The authorities’ response to past protests in Oromia raises serious concerns for the safety of protesters and others arrested, Human Rights Watch said. In Oromia in April and May 2014, security forces used live ammunition against largely peaceful student protesters, killing several dozen people, and arrested hundreds more. Some of those arrested are still detained without charge. Former detainees told Human Rights Watch that they were tortured and otherwise ill-treated in detention. On December 2, 2015, five Oromo students were convicted under the counterterrorism law for their role in the protest movement. There has been no government investigation into the use of excessive force and live ammunition during the 2014 protests.

While both the 2014 and current protests are ostensibly responding to the Addis Ababa expansion plan, they also derive from deeper grievances, Human Rights Watch said. Many Oromos have historically felt marginalized and discriminated against by successive Ethiopian governments, and Oromos are often arbitrarily arrested and accused of belonging to the Oromo Liberation Front (OLF), which waged armed struggle in the past and which the government designates a terrorist organization.

Under the UN Basic Principles on the Use of Force and Firearms, in cases of death or serious injury, appropriate agencies are to conduct a review and a detailed report is to be sent promptly to the competent administrative or prosecutorial authorities. The government should ensure that arbitrary or abusive use of force and firearms by law enforcement officials is punished as a criminal offense. Superior officers should be held responsible if they knew or should have known that personnel under their command resorted to the unlawful use of force and firearms but did not take all measures in their power to prevent, suppress, or report such use.

The Ethiopian government should support prompt, independent investigations into the events in Oromia region, including by UN and African Union (AU) human rights experts on freedom of expression, peaceful assembly and association. Governments and intergovernmental organizations, including the AU, should raise concerns about the excessive use of force against protesters and call on Ethiopia to respect fundamental human rights in its response to the protests, Human Rights Watch said.

“Ethiopia’s security forces seem to have learned nothing from last year’s protests, and, instead of trying to address the grievances that are catalyzing the protests, are shooting down more protesters,” Lefkow said. “Concerned governments and institutions should call on Ethiopia to halt its excessive use of force and stop this spiral into further violence.”
