#HNNCrime: Should Drivers be checked for Drunk Driving during the day?

Do you think police should stop drivers during the day to see if they were drinking? I was a volunteer sometimes in this program back in Toronto and even the Chief will go out and do the rounds. 

My brother died December 23rd 1999 killed by a drunk driver so why NOT? That dude served 3 years in jail and he drank  during the day then got on the wheels at 6pm.
